Eligibility & Applicants
Who can apply to be part of this project?
Any entity or collaborative can apply—this could be an existing nonprofit, a group of organizations working together, or a collective proposing something new. Applicants may apply either to help own and operate the space, or simply to offer programming within the center.
Will multiple applicants be selected?
Possibly. The process is designed to remain open to different models. Several applicants could be invited to collaborate on cooperative ownership and management. Others may be selected to offer programs, classes, or services.
Will applications from entire organizations be considered, or only proposals for programs?
Both are welcome. Organizations may apply to run the center, join in ownership/management, or simply to provide programs and services.
Do applicants need development or fundraising experience to be chosen?
Not necessarily. While experience is helpful, the selection process prioritizes values, vision, and alignment with community needs. Phase 2 will provide support for groups that may not have development or fundraising expertise.
Will the list of applicants be made public?
Not during the application process. However, community members are encouraged to reach out to one another to explore collaborations. Part of the intent of the info sessions is to connect potential partners.
Is there a priority for applicants that live in Portland or is it open to those living outside of Portland?
Prioritizing connection to Bayside but open to anyone
Can an organization be a part of multiple applications?
Yes
Application Details
Has the presentation been translated to different languages? If we knew someone who would want the presentation in a different language, can we request that?

Decision Making
Who reviews the applications and makes the final decision?
The steering committee will review applications using a rubric (posted on the website) and consider letters of support and references. Draft proposals will be shared at a community meeting in October for feedback. The steering committee will make the final decision in November, taking community input into account.
Building Design and Construction
Will the building design look like the box image shown in the presentation?
No. That image was only a placeholder to show the size of the building. The actual design will be developed in Phase 2 by the selected project development committee, with input from the community.
Will money or fundraising be involved in this project?
Yes. The capital investment and fundraising needed will be determined in Phase 2. The chosen partners will work with experienced professionals and strategic allies to create a financial plan and capital stack to make the project possible.
Wondering about construction- is it a set plan that it will go from 2-4 stories? What is that part of the vision?
In this zone, we can go up to 70 ft. All of our research has been to give us a sense of what’s possible but no final decisions have been made- that would be up to the development committee understanding the costs and opportunities that are involved
After the Application Process: Phase 2
What happens in Phase 2?
Phase 2 begins once an entity or entities are chosen. At that point, they will:
Work with architects, engineers, and other professionals on design and planning
Collaborate with the current owner and facilitators on fundraising and building a capital stack
Engage in permitting and development steps
Develop a plan that reflects community needs and values
When the project is ready to move forward, the land and building (appraised at $1.1 million) will be transferred to the new entity.
Can you expand on the different roles that are possible? I.e. anchor tenant, presenter, co-owner etc.
Open for interpretation and will develop more once phase 2 begins. Based on applications received, this will take a clearer form and be more developed by groups chosen.
Anchor tenant: has larger role in the building more resources and more of a physical presence
Management: might think more about the aspects of hosting and management
Co-owner: an organization committed to playing a role in the ownership status
Service Provider: interested in leading programming 1-2x per week
Will the current steering committee run the community center long-term?
No, once new entities are chosen and the Project Development Committee is established to move the project forward, the existing Steering Committee will disband.
Is there a possibility of using the building while the process of financing and figuring out what to do with the building?
Yes
Neighborhood Outreach and Involvement in the Process
What’s the role of Bayside Neighborhood Association in this community center?
From the start, the BNA has been involved in conversations about this building and is interested in playing a role.
What has been the involvement of Bayside groups (i.e. Preble St, Portland Housing, Boys and Girls Club) in the planning process and community meetings thus far?
Outreach with these groups have been prioritized to hear their experiences and learn of their ideas.
